Return to Rick Alan Rice HomeTechnical Writer – Data Center Design-Build – Pacific Gas & Electric (San Francisco, California) – 10/10 to 07/11 – Worked with a multi-disciplinary technical team of PG&E subject matter experts (data center facilities, telecom, security, PMO), architects, MEP systems engineers, executive officers, and an engagement team from Ernst & Young to develop High Level Architecture (HLA), High Level Design, Rate Case, Business Case, Risk Management, Cost Models and other project management decks pursuant to a $120 million design and construction project. The work involved 11 work streams and multiple stakeholders, including Executive Officers, technology managers, and the stockholders. Provided assistance in the development of preliminary Design Guidelines and Specifications.
Technical Writer – Cap & Trade Program – KPMG and Air Resources Board (Sacramento, California) – 02/10 to 08/10 - Primary author of the initial Feasibility Study Review for the California Cap-and-Trade program mandated by legislation (Assembly Bill 32, 2006 – Global Climate Initiative). Worked with a KPMG engagement team and staff of the Air Resources Board to identify the legislation’s goals and objectives, then to define the functional requirements of the carbon emissions trading platform that would be required to establish a robust system. A key requirement was that the trading platform work effectively with existing carbon trading programs already in place in other parts of the world. The role of the technical writer was to:
Technical Writer – French to English Localization Projects – Tony Meuter Translations (Benicia, California) – 1/10 to 12/10 – Worked with a native French speaker to translate software documentation from its original French, many for the automakers Peugeot and Citroen. Special Consultant/Technical Editor/Writer - Areeb Engineering & Logistics – Various U.S. Department of Defense Projects in Afghanistan and Iraq – (2/10 to 2/12). Provided expertise in Federal Acquisition Regulation Requests for Proposals and other. Typical Scope of Work included civil, mechanical, electrical, architecture, force protection, e.g.: site adaptation, facility design, site and infrastructure, campus construction, building construction, parking, utilities installation, force protection, entry way, site security, de-mining, other. These U.S. Army Corps of Engineers (USACE) projects are typically built to the IBC, International Building Codes 2006, NFPA 101, Life Safety Code UFC 4-010-01, and DoD Minimum Anti-Terrorism Standards for Buildings. Technical Writer – Statewide Incident Management System – Office of Internet Security and Privacy Protection (OISPP), Sacramento, California – 05/09 to 06/09 – Provided technical writing services for the initial stages of program design definition for a system that would automate alerts and notifications of security breaches in the State of California IT network. The project was canceled after the initial data gathering stages were completed.
Technical Writer – CPOST Search Warrant Writing Tool – COMSYS and Stanfield Systems (Sacramento, California) – 02/09 to 05/09 – Developed a Help system for a search warrant automation application being developed for the California Commission of Peace Officer Standards and Training. Available as a download (for registered officers) from the commission’s website, the system allows Police Officers to create warrant requests in the field and to transmit them for approval, streamlining the process. The compiled Help system provides detailed instructions for each window in the application, and for every aspect of its use.
Technical Writer – Feasibility Study Report - Caltrans Operations Security Office (OSO) (Sacramento, California) – –03/09 to 05/09. Provided technical writing/editing services, project management and document control for the acquisition of a new Photo Identification and Badging System (PIBS) for Caltrans offices statewide.
Technical Writer – Special Project Report – KPMG and California Department of Public Health (Sacramento, California) – 01/09 to 08/09 - Worked with a KPMG engagement team and staff of the DPCH to draft the Proposed Project Change, Updated Project Management Plan, Updated Risk Management Plan, and Updated Economic Analysis Worksheets sections of the SPR. The work involved subject matter expert interview and review of earlier reports on the system in place for registering users into the state public health system.
Technical Writer – Bulk Fuels Automation Program – Caltrans Division of Maintenance (Sacramento, California) – 06/07 to 12/08 – Worked on a Stanfield Systems contract to provide technical writing services for a Caltrans effort to automate the 220 bulk fuel sites located throughout the state of California. The work involved gathering data, and often anecdotal information, from agents from within the Caltrans organization who had some familiarity with the network of sites so that Present and Future State conditions could be defined. The project progressed through several developmental stages before the economic downtown of 2008 eroded funding for the project.
Technical Writer – Feasibility Study Report - State of California Business, Transportation and Housing (BTH) Agency (Sacramento, California) –11/07 to 12/07. Provided technical writing/editing services for an IT FSR to implement a Performance Based Management System (PBMS) across all 13 Agency divisions.
Technical Writer – STEVE Special Project Report - Caltrans Division of Environmental Analysis (DEA) (Sacramento, California) –09/07 to 11/07. Provided technical writing/editing services, project management and document control for the development of a Standard Tracking and Exchange Vehicle for Environmental (STEVE) system. Worked with SMEs to develop the SPR after initial attempts at system development revealed the need for a redefinition of functional and technical requirements, resulting in a scope increase.
Technical Writer – PARIS Feasibility Study Report - IT Solutions, IT Infrastructure, and Division of Procurement and Contracts (Sacramento, California) – 08/07 to 09/07. Provided technical writing/editing services, project management and document control for the development of an FSR for the Public Assistance Reporting Information System. Worked with SMEs to develop the case.
